"RG GROUP COMPANY" LLC (TIN - 1007663201) became the winner of the tender competition held by the State Legal Entity "Media Development Agency of the Republic of Azerbaijan" (MEDIA Agency).
Yeniavaz.com reports with reference to the published official information, the MEDİA Agency will pay 142,903 manats 90 kopecks to LLC for organizing events aimed at ensuring the active participation of young people in the development of the media field, obtaining knowledge in this area, as well as educating them in the spirit of statehood and patriotism, strengthening the sense of social responsibility.
LLC "RG GROUP COMPANY" will produce various products (notebooks, bags, pens, caps, jackets, etc.) in order to organize these events, as well as provide various services (photo-video filming, tea-coffee, rent, etc.) .
For information, LLC "RG GROUP COMPANY" was registered 6 months before the announcement of the tender - 30.06.2022. The legal address of the LLC with an authorized capital of 10 manats: Binagadi district, st. Mirmahmud Kazymovsky, house 56, apt. 5. The legal representative of the company is Mehraliyev Rashid Afgan oglu.
One of the notable points is that it is mentioned in open Internet resources that a company with that name sells engine oils for cars. For example, there is a page on Facebook called "RG GROUP COMPANY", and on this page there is a link to "rggroup.az". On said website, the company's name is referred to as "RG GROUP".
We contacted a company that introduced itself as "RG GROUP", and it turned out that the official name of this company is LLC "ARG Group" (TIN - 1406279661). The company said that the Facebook page and website were opened before the state registration of the LLC. During state registration (20.12.2022), it became known that "RG GROUP" LLC already exists. In this case, they changed the name of the LLC to "ARG Group". In a conversation with us, the director of "ARG Group" LLC also mentioned that the corresponding changes will be made in the near future.
There is no information in open Internet resources about "RG GROUP COMPANY" LLC, which won a tender for 145,000 manats from the MEDİA Agency. It seems that the use of this name by another company ("ARG Group") does not confuse the management of the LLC.
Due to the lack of an official website and social media accounts, it is impossible to obtain information about the previous activities of "RG GROUP COMPANY" LLC, which was created just 6 months before the tender was announced.
Recall that Article 6 of the Law "On Public Procurement" contains requirements for the qualification of consignors (contractors). Paragraph 6.2.1 of this article clearly states that in order to ensure the execution of a sales contract, it is necessary to have professionalism, experience, technical and financial capabilities, workforce, managerial competence, reliability in the relevant field.
In order to clarify the professionalism, experience, technical and financial capabilities of "RG GROUP COMPANY" LLC, which won the tender for the amount of 145,000 manats, we sent a request to the MEDİA Agency. The agency's response to our request will be added to the post.
It should be noted that earlier on our website an article about a dubious tender competition held by the MEDİA Agency was already published. The agency did not give any response to the request that we sent to the institution regarding these suspicious points.
