Government Agency Signs Procurement Contract with Company Established Just Six Weeks Earlier

The Khazar District Hygiene and Epidemiology Center has signed a procurement contract with KVENTS 85 LLC (Tax Identification Number: 1310108281).
According to Yeniavaz.com, the contract was awarded without a tender, using the single-source procurement method.
Under the terms of the contract, KVENTS 85 LLC will supply stationery and general household supplies to the Khazar District Hygiene and Epidemiology Center.
The company, which secured the contract without a tender, was registered with the tax authorities approximately six weeks earlier, on August 25, 2026. Its charter capital is 10 manats. Its registered address is 21 Asad Ahmadov Street, Yasamal District. The company’s legal representative is Alakbar Mammadov, son of Tavakkul.
Article 23 of Azerbaijan’s Law on Public Procurement sets out requirements for suppliers. Subparagraph 23.4.1 states that suppliers must have professional qualifications and experience in the relevant field to perform a procurement contract.
The article notes that it is unclear what professional qualifications and experience the company possesses, given that it was established only about six weeks ago and has neither an official website nor social media accounts.
