“Emin Amrullayev Made a Mistake When Presenting the Results of “PISA 2025”

“Minister of Science and Education Emin Amrullayev made a mistake in one digit when presenting the results of “PISA 2025”.
According to Yeniavaz.com, this was stated by investigative journalist Allahverdi Aydin.
He noted that at first glance this may appear to be an ordinary technical error, but a more detailed examination of the issue raises more serious questions:
“On the slide presented by the minister, Qatar’s result in mathematical literacy is indicated as 424 points. However, according to the official “PISA 2025” data published by the Organisation for Economic Co-operation and Development (OECD), Qatar’s result is 416 points.
This cannot simply be regarded as a mistake in writing one digit. Because countries’ rankings are determined precisely on the basis of these scores. Azerbaijan’s official result is 422 points. In this case, indicating Qatar’s result as 424 rather than 416 points also affects Azerbaijan’s position in the ranking. In other words, this mistake resulted in Azerbaijan’s position in the ranking being lowered.
On the slide presented by the Minister of Science and Education, Azerbaijan’s position in mathematical literacy is indicated as 49th – after Qatar and Greece. However, Qatar scored fewer points than Azerbaijan and ranked 52nd in the official “PISA 2025” report, several positions below Azerbaijan.
Overall, in the official “PISA 2025” report, Azerbaijan ranks 47th among 91 countries. However, in the table presented by Minister of Science and Education Emin Amrullayev, Azerbaijan’s position was shown one place lower because Qatar was assigned a higher score than in the official report.
At the same time, Baku was separately included in the list of 91 participants, thereby “pushing” Azerbaijan’s position down by another 2 places”.
According to Allahverdi Aydin, the figures related to PISA are not merely ordinary statistics:
“This is the most authoritative study that measures the knowledge and skills of 15-year-old students at the international level. When presenting such information to the public, it is important to verify every figure against the official source.
But there is another issue here. Dozens of journalists, as well as dozens of people working in the field of education and acting as experts on this subject, were sitting in front of the minister at the press conference. However, apparently, none of them was able to notice this discrepancy either at that moment or later.
Is there really not a single expert in this country capable of noticing a mistake made by the Minister of Education? A journalist’s job is not only to record the minister’s words. A journalist must also verify the information presented. This is especially important when it comes to figures, international reports and the country’s indicators in the field of education.
The task of education experts is also not limited to talking about education problems on television and social media. They are expected, at the very least, to read and compare the figures during the presentation of such an important report.
The mistake made by the minister or by the ministry employees who prepared the report thus “pushed” Azerbaijan’s position down by 2 places in such an authoritative report, and this information was disseminated by all mass media outlets in the country”.
