40% of children born in Azerbaijan have parents not covered by the social insurance system

In the first half of this year, 40.1% of children born in Azerbaijan had parents not covered by the compulsory state social insurance system.
According to Yeniavaz.com, 40,798 children were born in the country in the first six months of 2026.
During this period, 15,852 families received a one-time payment from the state budget for the birth of 16,351 children.
It should be noted that the statement indicates that this figure does not include payments made through compulsory state social insurance contributions.
According to the law, if at least one parent is a recipient of compulsory state social insurance, the one-time payment for the birth of a child is made from social insurance funds. If neither parent is insured, the payment is made from the state budget. Thus, of the 40,798 children born in the first half of this year, 16,351 parents were not insured under the social insurance system. This constituted 40.1 percent of the total number of births.
In other words, for approximately 4 out of every 10 newborns, neither parent was insured under the mandatory state social insurance system. Therefore, these individuals were either unemployed or worked in the informal sector of the economy.
It should also be noted that this figure appears to have decreased compared to previous years. Thus, in the first half of 2025, 45,616 children were born in Azerbaijan, and 18,710 of them received a one-time benefit from the state budget. This constituted 41 percent of the total number of births.
