
Ministry of Culture, has announced the winner of its tender competition. The winner is “Diler İnşaat” OJSC (TIN – 1403566801).
According to Yeniavaz.com, the ministry will pay 1 million 872 thousand 243 manats to “Diler İnşaat” OJSC for the restoration works of the “Circular Fortress” located in the city of Lankaran.
It should be noted that “Diler İnşaat” OJSC, the winner of the tender competition, was officially registered on October 28, 2016. The company’s legal address is located at 73A Moscow Avenue, Yasamal District. The charter capital of the OJSC is 2,010 manats. The legal representative of the company is Elkhan Fizuli oglu Suleymanov.
It should also be mentioned that the owner of “Diler İnşaat” OJSC is Orkhan Quluzade, the son of Member of Parliament Ulvi Guliyev.
For information, the “Circular Fortress” in Lankaran was built between 1747 and 1786 by European engineers and craftsmen brought from Tabriz under the order of Nader Shah.
The fortress was used as a prison from 1869 until 1970. Therefore, among the local population, the “Circular Fortress” is also known as the “Dungeon Fortress.” Joseph Stalin was reportedly held there for a period after being arrested for robbing a postal train in 1903–1904. Between 1970 and 1990, a sewing factory operated inside the fortress.
The monument consists of three floors. The structure is 20 meters high, 72 meters in diameter, with wall thickness measuring 2.8 meters at the bottom and 1.5 meters at the top. The walls and flooring of the fortress are built with red bricks, while the roof is covered with tiles. Restoration and repair works were previously carried out at the fortress, which is considered a locally significant architectural monument, in 2006.
