
Transparency International has published its "Corruption Perceptions Index 2025" report for 2025.
Yeniavaz.com, citing the Transparency International report, reports that Azerbaijan ranks 130th out of 181 countries in terms of corruption, with a score of 30.
For your information, the report is compiled on a 100-point scale. A score of 100 indicates a very low level of corruption, while 0 indicates a very high level of corruption.
It should be noted that when comparing indicators across years, the indicator is more important than the country's ranking.
In 2015, Azerbaijan ranked 119th out of 168 countries with a score of 29;
In 2016, it ranked 123rd out of 176 countries with a score of 30;
In 2017, it ranked 122nd out of 180 countries with a score of 31;
In 2018, it ranked 152nd out of 180 countries with a score of 25;
In 2019, it ranked 126th out of 180 countries with a score of 30;
In 2020, it ranked 129th out of 180 countries with a score of 30;
In 2021, it ranked 128th out of 180 countries with a score of 30;
In 2022, the country ranked 157th out of 180 countries with a score of 30;
In 2023, it ranked 154th out of 180 countries with a score of 23;
In 2024, it will rank 154th out of 180 countries with a score of 22;
In 2025, it will rank 130th out of 181 countries with a score of 30.
Azerbaijan's position in the latest report improved by 24 notches compared to the previous year.
Regarding the ranking, it should be noted that Georgia had the best situation among the CIS countries and the region. Last year, Georgia ranked 42nd out of 180 countries in terms of corruption.
The countries of the former Soviet Union and the region ranked by corruption level as follows:
Estonia – 13th place (76 points);
Lithuania – 28th place (65 points);
Latvia – 38th place (60 points);
Georgia – 57th place (50 points);
Armenia – 65th place (46 points);
Moldova – 80th place (42 points);
Kazakhstan – 97th place (38 points);
Ukraine – 106th place (36 points);
Belarus – 124th place (31 points);
Turkey – 128th place (31 points);
Uzbekistan – 129th place (31 points);
Azerbaijan – 130th place (30 points);
Kyrgyzstan – 145th place (26 points);
Iran – 155th place (23 points);
Russia – 159th place (22 points);
Tajikistan – 166th place (19 points);
Turkmenistan – 168th place (17 points).
Azerbaijan improved its position in the ranking the most among the former Soviet Union and regional countries over the past year. As we already noted, Azerbaijan moved up 24 places compared to the previous year. After Azerbaijan, Lithuania's position improved by 5 places, and Kyrgyzstan's by 2 places. The positions of Estonia, Ukraine, and Latvia remained unchanged over the past year. The positions of other countries fell as follows: Turkey - by 15 places, Belarus - by 10 places, Kazakhstan - by 9 places, Georgia - by 3 places, Uzbekistan - by 3 places, Iran, Russia, Tajikistan, Armenia, and Moldova - by 2 places each, and Turkmenistan - by 1 place.
The countries with the lowest levels of corruption in the world are Denmark (89 points), Finland (87 points), Singapore (84 points), and New Zealand (81 points). The top ten countries with the lowest levels of corruption are Norway, Sweden, Switzerland, Luxembourg, the Netherlands, and Germany.
The worst situations are recorded in South Sudan, Somalia, Venezuela, Yemen, Libya, Eritrea, Sudan, Nicaragua, Syria, and North Korea. The full list can be found here.
