The minimum standard of living for 166,000 people in Azerbaijan is in question

The subsistence minimum and the need criterion in Azerbaijan are expected to be 300 manats next year.
According to Yeniavaz.com, this information was announced at a joint meeting of the Milli Majlis Committees on Labor and Social Policy and on Economic Policy, Industry, and Entrepreneurship.
At the meeting, it was announced that the subsistence minimum will be 300 manats nationwide, 317 manats for the working-age population, 245 manats for pensioners, and 260 manats for children.
For reference: Section 1.0.2 of the Law "On the Subsistence Minimum" states that the subsistence minimum is a social norm consisting of the cost of a minimum consumer basket and the amount of mandatory payments. Clause 1.0.1 of the same Law states that the minimum consumer basket is a set of food products, non-food goods, and services necessary for a minimum level of human health and functioning, determined based on scientific standards.
The law also states that every person living in Azerbaijan requires funds equivalent to the subsistence minimum to ensure their health and functioning at a minimum level.
It should also be noted that, according to the latest official data as of July 1 of this year, the number of people receiving old-age benefits in Azerbaijan was 166,200. Recipients of old-age benefits are individuals who have reached retirement age and receive a monthly benefit of 220 manat. This amount is lower than the subsistence minimum planned for pensioners next year – 245 manat.
At the same time, it should be noted that individuals who have reached retirement age are not entitled to receive social assistance unless they have lost their ability to work. In this case, if a person has reached retirement age, receives a benefit of 220 manat, and has never worked or received any additional assistance, where will they get the additional 25 manat they need to live at a minimum standard?
