Ziraat Bank Azerbaijan OJSC received the fewest complaints. Five banks received no complaints.
The list of banks receiving complaints is as follows:

It should be noted that the complaint index for banks is calculated based on the ratio of "Market Share by Complaints" to "Market Share by Clients."
"Complaint Market Share" is the ratio of the number of oral, written, and other citizen complaints received by the Central Bank during the month for each bank to the total number of complaints for the banking sector as a whole. Repeated complaints, as well as complaints related to the provision of loan benefits, loan applications, and other issues not within the Central Bank's purview, are not included in the calculation.
"Client Market Share" is the ratio of the number of bank clients with a current account balance of 100 manat or more, and who have completed at least one transaction in the last three months, for each bank to the total number of complaints for the banking sector as a whole.
Explanation of the Complaint Index: The index is calculated based on the principle of proportionality of the number of complaints received by the Central Bank regarding customer service at a given bank, taking into account the volume and scope of financial services provided by the bank.
