Will a recidivist drug addict engage in scientific research work at ANAS?

The winner of the tender conducted by the Muhammad Fuzuli Institute of Manuscripts of the National Academy of Sciences (ANAS) has been announced.
As Yeniavaz.com reports with reference to published official information, the winner of the tender for 39 thousand 890 manats was “Best Holding 2023” LLC (TIN-1308163171).
LLC “Best Holding 2023” will provide research services to the Institute of Manuscripts. These services consist of creating an electronic archive of the “Molla Nasreddin” journal and related research works.
There are several suspicious points in the tender competition:
One is that the winning company is relatively new. LLC “Best Holding 2023” was registered by the state on February 1, 2023 at the address Yasamal district, Dadash Bunyadzade house, 128 with an authorized capital of only 5 manats.
“Best Holding 2023” LLC, about which there is no information in open Internet resources, managed to win 3 tenders held by ANAS over the past month. It is interesting that, despite its recent establishment, all three tenders it won were in different directions:

It should be noted that Article 6 of the Law “On Public Procurement” contains requirements for the qualifications of shippers (contractors). Clause 6.2.1 of this article clearly states that in order to ensure the execution of a purchase and sale agreement, it is necessary to have professionalism, experience, technical and financial capabilities, manpower, managerial competence, and reliability in the relevant field.
It is also not clear what kind of professionalism and experience a company created just 7-8 months ago must have in order to perform work that requires high professionalism in various fields (scientific research, sales of chemical reagents, etc.).
Another noteworthy point regarding the winning company of the tender is that at the registered address of Best Holding 2023 LLC on the same dates, 4 more companies with the same name and legal representatives of the same person with the same authorized capital were registered:

One of these companies, headed by Roman Gasimov, “Savalan 99 Group” LLC, despite its recent creation, managed to win 3 tenders in a short period.

One of the suspicious aspects of the tender is that a person who has the same name, surname and patronymic as the legal representative of these LLCs, Gasimov Roman Safeddin, has been repeatedly arrested for drug use and serial thefts. For information, we note that the website Yeniavaz.com previously conducted research on the victory of suspicious companies headed by criminals in tenders held by government agencies. However, no statements were made by official institutions.
