Who collected more money from customs: Mehdiyev or Baghirov?

In 2022, Azerbaijan's foreign trade turnover amounted to $52 billion 686.5 million.
Yeniavaz.com reports citing information released by the State Customs Committee, the amount of customs taxes and fees collected by the Committee last year amounted to 5 billion 653.1 million manats (3 billion 325.3 million dollars). As a result, the amount of collected customs taxes and fees amounted to 6.3% of the foreign trade turnover.
For information, we note that in July last year there was a change in the leadership of the State Customs Committee. Shahin Baghirov, Acting Chairman, has chaired the Committee since the end of July last year. In the first 7 months of the year, the committee was headed by Safar Mehdiyev.
When we look at the amount of collected customs taxes and fees by month, it seems that less funds were collected in the first 7 months of the year, that is, during the period when the Committee was headed by Safar Mehdiyev.
Thus, for the first 7 months of last year, the total trade turnover amounted to 30 billion 58.9 million dollars, and 5.9% of this amount - 1 billion 776.6 million dollars (3 billion 20.3 million manats) were collected customs taxes and duties.
Over the last 5 months of last year, the total trade turnover amounted to 22 billion 627.6 million dollars, and 6.8% of this amount - 1 billion 548.7 million dollars (2 billion 632.8 million manats) were collected customs taxes and duties.
The highest customs taxes and duties were collected in December last year. In December 2022, the total volume of trade amounted to 3 billion 413.9 million dollars, and collected customs taxes and duties - 9.7% of this amount (332.4 million dollars).
The least customs taxes and duties were collected in October. In October, the total volume of trade amounted to 6 billion 455.3 million dollars, and 3.8% of this amount (246.6 million dollars) were customs taxes and duties.
